Egyptian Slang Literally means: "(coming in) after tearing away his ID card" The ID card is the main proof of identity and police can arrest people if they don't have their ID cards.   

So, this is usually used to refer to someone who doesn't care about any rules and has nothing to lose. This is one who feels/acts above the laws - someone who looks like he's willing to do anything extreme at anytime, anywhere. Some examples would be: talk/shout/swear loudly in public, provoke someone, start a fight, etc.. 

Sample conversation: 

Person 1: This guy is pissing me off! I think I will pick up a fight with him

Person 2: Don't do it! Da Mekatta3 el betaka and he can hurt you
