Literal Translation: "You there, in a hurry, stop! I'll tell you a story"
This expression is used with reference to a situation where someone in a hurry faces all possible obstacles that end up hindering him furthermore from reaching his detination or meeting a deadline, etc... Very much similar to: " A traffic jam, when you're already late" refering to any element coming in one's way when one is in a rush. Also said when it seems like everything is stalling one in the accomplishment of a given task.
